It does work. They've just found out a way to "shadow ban" people they don't like using server problems as a disguise, so it doesn't look like they're banning you. Haven't you noticed how, whenever you do manage to get in, the boards have been updating and people have been posting while the server was "down" for you?
Normal bans, or regular shadow bans, are transparent and easily discoverable so they'd get all the autismos on the war path just like whatshisname used to be on here. They'd simply get around the ban and start attacking the boards, but when it looks like the boards are no longer working, they simply get bored and go away.
However, they still need to ban whole internet provider CGNAT IP address ranges in order to keep the disguise, which means a lot of innocent people get banned as well - but as long as their personal buddies aren't banned then who cares, right? Think of it like chemotherapy for cancer.

There's a "spam" filter or a firewall between the gateway and the database server that is used for filtering requests, and that is the part that delivers you the "You're banned" message instead. If that firewall instead just ghosts you, or applies a random long delay, it looks like the server is down.
This can be because the firewall is misconfigured and drops legit requests, there's an over-zealous spam/ddos filter in place, or they've left it that way intentionally and just created bypass rules for certain people they want to let through.

Every instance of Cloudflare's "You've been blocked" page at least loaded instantly, but all those gateway timeouts took maybe two minutes each. The U-18 admins announced an impeding hardware upgrade in Discord weeks ago and performed the install on January 20th, but then immediately announced they were now experiencing software issues. Meanwhile the functionality of the site did not apparently change even one bit for most users. Now people are starting to get publicly curious over the lack of transparency; somebody asked why there isn't a simple and informative news update on the main page for the times the site does load, or why the Twitter account that's embedded into the error page hasn't been updated in years. Site admins are usually a little more forthcoming with their users.

I reset my router and got a new IP address, and the site worked perfectly for like two minutes and then started giving the gateway timeout again.
